With reference to the letter from this

Department of the 25th March enclosing a copy of a

despatch from the Governor of Hong Kong regarding the

export of munitions from Hong Kong, I am directed by

Mr. Secretary Ormsby Gore to transmit to you, to be laid

before Viscount Halifax, a copy of a telegram from the

Governor regarding an instruction which the United States

Consul-General in the Colony has received from the United

States Government to furnish full reports fortnightly

respecting munitions passing through the Colony.

Mr. Ormsby Gore proposes, subject to the

concurrence of Lord Halifax, to instruct the Governor

to inform the Consul-General that it is preferred that

the United States Government should raise the matter with

His Majesty's Government in London. If the United States

Government comply with the suggestion and address their
